Reg E Disputes Framework.
Compliance risk in. Scalable framework out.
Wrote Coinbase's first internal Regulation E dispute process and the end-to-end disputes program framework — with mocked in-product flows, a tooling PRD, and cross-functional alignment before the build ever kicked off. So partners move faster, compliance risk shrinks by design, and the business can scale this function to every consumer payments product on the roadmap.
Context
Coinbase didn't have a formalized internal Regulation E dispute process. As the consumer payments surface expanded — Base App, Direct Deposit, Coinbase One — that gap became both a compliance risk and a scaling bottleneck. Cross-functional partners were improvising every dispute without a shared framework, without shared tooling, and without a single reference the org could point to.
Approach
Saw the compliance risk before it was assigned to anyone — and made the case to fix it.
Wrote Coinbase's first internal Regulation E dispute process, from scratch, with no compliance-team background.
Developed the end-to-end disputes program framework so cross-functional partners could execute against one reference instead of improvising.
Mocked the in-product dispute flows and disputes-management tooling to make the framework concrete for stakeholders.
Authored the PRD for the disputes tooling — scoping the system Coinbase needs to run this at scale.
Drove alignment across compliance, product, engineering, and operations before the build ever kicked off.
Outcome
Reg E framework at Coinbase
Written from scratch. No compliance-team background required.
PRD authored end-to-end
Scoping the disputes tooling for the eng build.
Across consumer payments
Framework designed to extend to every consumer surface the business ships.
The framework replaces improvisation with a single reference that compliance, product, engineering, and ops can all execute against — cutting the time it takes to disposition a dispute, reducing the compliance risk in flight, and letting Coinbase extend the same rigor to the next consumer payments product without rebuilding the plumbing every time.
Reflection
The best operators don't wait for the risk to become an incident. We see it, scope the fix, and drive the alignment before it costs anyone anything.
